Supplementary Regulations

1. ANNOUNCEMENT - Clwyd Vale Motor Club will organise a National B Permit Single Venue Stage Rally on Saturday 24th June 2000, at The Ranges, Trawsfynydd. Map ref. 124/737307 1/2 is the entrance to the venue. The public highway is not used.

2. JURISDICTION - The meeting will be governed by the General Regulations of the Motor Sports Association Ltd (incorporating the provisions of the international Sporting Code the FISA), these Supplementary Regulations and any written instruction that the organising club may issue for the event.

3. PERMIT - MSA Permit Number 962.

4. ELIGIBILITY - The event is open to all fully elected members of Clwyd Vale Motor Club, and members of the individual clubs within the Glynne Edwards Memorial Championship and ANWCC. Club membership cards, championship Registration Cards and Competition Licences will be inspected at signing on. The event is a round of the ANWCC Stage Rally Championship, ANWCC Novice Rally Championship, ANWCC Ladies Rally Championship, ANWCC Allrounders Championship and The Glynne Edwards Memorial Championship.

5. SCRUTINEERING - The programme of the meeting will be: Scrutineering starts at 06.30 a.m. individual times of Scrutineering and its location will he notified in Final Instructions. Any competitor not signed on one hour before his start time may be excluded. First car starts at 09.00.

6. ROUTE - Cars will start each stage at 30 seconds intervals. The event will contain a maximum of 12 special stages with a mileage of approximately 25 miles. These stages will be timed to an accuracy of less than one minute in accordance with GR K26.4.7. The stages will take the form of tarmacadam roads. The finish and awards presentation will he at the venue.

7. CLASSES - There will be five classes:

Class 1 - up to 1300 cc Class 2 - 1301 to 1600cc Class 3 - 1601 to 2OOOcc
Class 4 - 2001 cc and over Class 5 - Road Rally  


Turbo charged cars will have an additional capacity ratio of 1.7. Where an engine is overbored, its capacity must remain within the class limit.
For class 5, cars must be of road rally class as defined in the MSA yearbook GR K22.1 to GR K22.20.3 (excluding GR K22.5.4/K22.20.2) and comply with stage safety rules and regulations.

8. AWARDS - Awards will be presented to Driver & Navigator for:

1st Overall 1st in each class 2nd in each class
3rd in each class    

All trophies are perpetual. No competitor may win more than one award. Perpetual awards shall be returned to the club after 11 months, or sooner on request.

9. ENTRIES - The entry list opens on publication of these regulations and closes finally on l0th June 2000. The entry fee is £89 All entries must be made on the official form and accompanied by the full appropriate fee.
The maximum entry for the meeting is 40 plus 10 reserves. The minimum number of entries is 30 (GR E3.1.6.) The minimum for each class is 5. Should any of the minimum figures not be reached, the organisers have the right to either cancel the meeting or amalgamate classes as necessary. Entries will be selected on receipt. Entry fees may be refunded less administration fee of £10 if withdrawn in writing prior to l0th June 1999 (GR E3.3.5.) Entries that are withdrawn thereafter, or that fail to start, may forfeit all or part of their entry fee at the organisers discretion. The organisers reserve the right to refuse entries without reason. Competitors who enter as drivers may only drive. Competitors who enter as navigator may only navigate. Competitors will not be allowed to change once they have signed on. Competing cars do not require road fund licences; all vehicles must have a current MOT document, if applicable, and entrant's must produce registrations documents.

11. RESULTS - Provisional results will be published as soon as possible following the event.

12. PROTESTS - Any protest must be lodged in accordance with GR 05.

13. TYRES - Uncut or slick tyres are permitted as per GR R3.4. except cars in Class 5 which must use road rally tyres.

14. ROAD BOOK - The Road Book and stage time cards will be issued on completion of documentation Competitors Servicing will be permitted only in the specified areas as shown in the Road Book. Servicing is defined as work being carried out on the car by any person other than the competing crew, or the use of any parts, tools or petrol, etc., not carried in the competing car.
GR K34.1.1. Organised assistance anywhere other than the permitted area is forbidden

15. IDENTIFICATION - Competitors will be identified by Competition Numbers as defined in GR E11.3.11. They will not be provided by the organisers, although they may be on sale in the service area. The competitors must make available to the organisers an area of 100 sq.ins on each side of the car, adjacent to the space allocated for showing the competition number, and clearly visible, on which the organisers may specify the event, its sponsor or the course on which it is being run.

16. PENALTIES - Assessment of performance will be as printed In the appropriate section of the GR K31. - Target Timed events, except as modified below:

(a) Not reporting at a control Exclusion
(b) Not complying with requirement of the Road Book 10 minutes
(c) Not performing a stage correctly Stage maximum
(d) Not attempting or being ready to attempt a stage when instructed to do so 10 minutes
(e) Making a false start on a special stage 1 minute
(f) Every second taken to complete a special stage 1 second
(g) For each minute under target time on a road section or in a service area 1 minute
(h) No penalty  
(j) No penalty  
(k) Breach of any statutory requirement concerning the use of a motor vehicle 10 minutes
(I) Excessive speed or driving likely to bring motor sport into disrepute 10 minutes
(m) Excessive sound 10 minutes
(n) Receiving assistance contrary to 34 Exclusion
(o) Breach of 34.1.l 10 minutes

The following titles will describe the various types of controls:
MAIN CONTROL ( MC ) - A MC will be situated at the Start and Finish of the Rally, immediately before and after any rest halt and at any other specified point.
SPECIAL STAGE ARRIVAL ( SSA ) - On arrival at a SSA a competitor will receive an arrival time only when he is ready to start a stage (helmet & seat belt's on etc.), a competitor that is early may wait for his due time. He must then proceed immediately to the start line.
SPECIAL STAGE START ( SSS ) - At the SSS competitors will he given a Start Time in hours and minutes (and seconds if competitors are to start at 30-second intervals). Once a competitor has booked into a SSA a start marshal will assume that he is ready to start the stage and will issue a Start Time as soon as the start line is clear, whether the competitor is ready to start or not. The marshal will give a loud verbal indication of 10 sec and 5 secs. At 5 secs the Marshal will count down verbally each second 5-4-3-2-1-G0. Upon the signal GO A visual starting signal must be given which will normally be the raising of a flag from the bonnet (not the windscreen). As each section is timed separately, the time taken from SSA to SSS is dead time and delays are automatically allowed for. The area between SSA and SSS will be a PARC FERME.
SPECIAL STAGE FINISH ( SSF ) - At the SSF a competitor will receive his finish time in hours, minutes and seconds. The time in hours and minutes will be his start time for the next Road Section Any competitor that fails to stop at the Stop Line must not, under pain of exclusion, reverse to the stop line, but must return on foot.

17. ACCIDENTS - Competitors must obtain their own S.O.S. sign and O.K. Board (GR K25.5.). These signs will be used by competitors and officials at an accident to indicate to the following competitors whether medical assistance is required (S.O.S.), or that the crew are safe (OK). Competitors that abuse this system will be excluded and stewards of the meeting may report such incidents to the MSA for disciplinary action.

18. JUDGES OF FACT - Judges of Fact, nominated by the organisers, will be on duty throughout the event to observe noise, driving manner, out of bounds and illegal servicing. Judges of Fact will also be on duty to observe correct route, baulking and 5 mph speed limit in the service areas, in addition to all misdemeanours as listed under rule 16 above. Any offender will be reported to the Clerk of the Course and may be excluded.

19. TIMING - The event will be run using Target Timing as in GR K30. with the following amendments. The rally will be divided into Road Sections and Special Stages.
GR K 29.1. Controls will open 5 minutes before the due time of the first car and close when the last competitor not OTL has passed through. GR K30.4(e) Maximum Permitted Lateness between controls is 5 minutes. GR. K30.4(f) Penalty-free cumulative lateness. The first 5 minutes taken over target is not cumulative and is penalty free therefore competitor starts each section with no lateness carried forward from previous section.

All Special stages will have a Bogey Time and a Stage Maximum Time. Competitors will receive penalties as follows:

(a) Under Bogey Bogey Time
(b) Over Bogey under Stage Maximum Time Actual Time Taken
(c) Over Stage Maximum Time (by not more than 5 minutes) Stage Maximum Time
(d) Over Stage Maximum Time (by more than 5 minutes) Exclusion from Results

To be classified as a finisher a competitor will report to all controls and complete all stages without incurring the penalty of exclusion.
Should any time not be legible or appear to be authentic on a competitor's time card the organisers may use any means at their disposal to establish a time. It is the competitor's responsibility to ensure that their times are recorded correctly and handed in when required. Once a competitor has accepted a time, no further claims will be accepted. Any correction or amendment to a time card which has not been approved by a Timekeeper, may result in exclusion. (GR K26.3.4.)
Competitors must hand in Damage Declaration at MC immediately after final stage along with final time card.

20. RED FLAG - All Red Flags will he issued in accordance with GR K25.10 Competitors who are shown a red flag on a stage where they have been notified in advance of such a system must cease competition and come to a stand still at the side of the road/track as seem as possible. They must not proceed until advised to do so by an official of the event.

21. ENTRY FEE - Entries accompanied by a Post dated cheque will only deemed to be received as per the date on the cheque. Any cheques not cleared by l7th June 2000 will invalidate the entry concerned. No cheques will be accepted on the day of the rally. Please note that some cheques may take 7 working days to clear. All cheques should be made payable to Clwyd Vale Motor Club.

22. DAMAGE DECLARATION - Competitors who do not report at the finish are required to forward their completed Damage Declaration form to the Secretary within 72 hours of the event, unless they have been involved in an incident in which case details must be given to the organisers the same day. Competitors who fail to reply will be penalised GR K35.4. to GR K35.4.1.

23. TRADE VEHICLES - Will only be allowed into the Service Area if prior arrangements have been made with Stuart Jones, Assistant Clerk of the Course.
